Richard Walter Lipka, born in 1940, is an American Anglican bishop who has played a key role in the Episcopal charismatic renewal movement and Anglican realignment. He was formerly a Roman Catholic and Episcopal priest before his consecration in the Charismatic Episcopal Church. Since 2021, he has served as the bishop ordinary of the Missionary Diocese of All Saints, recognized as an Anglo-Catholic diocese within the Anglican Church in North America.
