He graduated in economics from the Federal University of Minas Gerais and specialized in development planning at Ilpes/Cepal (UN). He holds a PhD in contemporary history from the University of Paris-Sorbonne. Couto held significant political positions, including Secretary of Planning in Rio de Janeiro and Minas Gerais, and served as Minister of the Interior and Governor of the Federal District. He was also the Minister-Cheif of the Civil Cabinet and a counselor at the Court of Auditors of the Federal District.
