Roqia Abubakr (born June 7, 1917) was an Afghan politician who, in 1965, became one of the first four women elected to the Afghan Parliament (Wolesi Jirga) as a deputy. She was alongside Anahita Ratebzad, Khadija Ahrari, and Masuma Esmati after the inclusion of women's voting rights in the 1964 Afghan Constitution. Additionally, Abubakr was the first female voice in Persian broadcasted by Radio Kabul, known for her speech titled 'Woman and Society,' which was recorded at her home.
