He served as the Commander of Naval Surface Forces and Naval Surface Force, U.S. Pacific Fleet, and previously as the Commander of Naval Surface Forces Atlantic. Kitchener earned a B.A. in political science from Unity College in 1984 and an M.A. in national security affairs from the Naval Postgraduate School, focusing on Western Hemisphere studies.
