Rüfət Aghayev is an Azerbaijani public and political figure, born on February 13, 1945, in Baku. He served as the extraordinary and plenipotentiary ambassador of Azerbaijan to Italy from 1992 to 1994 (de jure). Aghayev held various significant positions including Deputy Prime Minister of Azerbaijan in 1992, head of the Baku City Executive Authority from 1991 to 1992, and chairman of the Baku City Soviet of People's Deputies from 1990 to 1991. He also served as the first secretary of the Baku City Committee of the Communist Party in 1990-1991 and chaired the Council of Trade Unions of Azerbaijan from 1989 to 1990.
