Səfa Mirzəyev was an Azerbaijani lawyer and public-political figure, born on May 12, 1952. He held a PhD in law and served as an associate professor. Mirzəyev was the head of the Apparatus of the National Assembly of the Republic of Azerbaijan from 1997 until 2022. He was recognized as a 1st class state advisor and awarded the title of Honored State Employee of the Republic of Azerbaijan in 2006. He passed away in Baku on July 22, 2024.
