S. D. Ugamchand, also known as Hukum Chand, was an Indian politician who served as a Member of the Legislative Assembly in Tamil Nadu. He represented the Maduranthakam constituency as a candidate of the Anna Dravida Munnetra Kazhagam in the elections of 1980 and 1989. Later, he joined the Dravida Munnetra Kazhagam. He also held significant positions, including Chairman of the Tamil Nadu Water Board and the Tamil Nadu Warehouse Corporation.
