He was educated at Pyongyang Public Industrial School and Pyongyang University of Technology, later serving as a professor at Hongik University. He designed buildings including Busan Tower and contributed to the plans for Seoul Grand Park and Children's Grand Park. In 1984, he became the president of the Korean Architects Association.
