Robert L. 'Scoop' Usher was a Democratic politician from Missouri who served in the Missouri House of Representatives after being elected in a special election in December 1973. Before his political career, Usher was a Missouri State Highway Patrol Officer. He was also a talented athlete, finishing as the runner-up in national pistol shooting championships and played semi-professional basketball. He was born on December 6, 1913, and passed away on April 20, 1985.
