Seiichi Kawamura was a Japanese politician born on March 23, 1911, in Otaru, Hokkaido. He served three terms as a member of the House of Councillors representing the Japan Socialist Party and was also a member of the Hokkaido Prefectural Assembly. Kawamura graduated from Hakodate Normal School and held various positions, including director of the Hokkaido Teachers' Union and school principal. He was influential in local politics and played a crucial role in supporting Takahiro Yokoro's gubernatorial campaign before retiring in 1983. He was honored with the Order of the Sacred Treasure, Second Class in 1993.
