He has served four terms as a member of the House of Representatives and held various significant positions in government, including Vice Minister of the Ministry of Economy, Trade and Industry during the Noda Cabinet, and State Secretary for Legal Affairs during the Hatoyama Cabinet. Additionally, he was the Chairman of the Special Committee on Political Ethics and the Amendment of the Public Office Election Act, as well as serving three terms in the Shizuoka Prefectural Assembly and one term in the Shizuoka City Assembly.
