Serrana Mariela Bassini Casco is a Uruguayan lawyer, notary, and author, born on April 2, 1958, in Soriano. She made history as the first woman to serve as Secretary General of the Union Postal of the Americas, Spain and Portugal (UPAEP) from 2006 to 2009 and was re-elected for 2010 to 2013. In May 2016, she was appointed head of the Program for Latin America and the Caribbean and coordinator of cooperation methods for the Universal Postal Union (UPU), a United Nations agency based in Bern, Switzerland.
