Sibrand Karel (Siep) Martens was a Dutch lawyer and judge, who served as president of the Hoge Raad der Nederlanden from 1996 until his retirement in 2000. He studied Dutch law at Leiden University and became an attorney in The Hague in 1955. Martens was appointed judge in the Supreme Court in 1976, later becoming vice president and president. He was also a member of the Benelux Court and the European Court of Human Rights, known for his articulate dissenting opinions. He passed away in January 2001.
