He served as Minister of Finance and Economic Development from 2000 to 2002 in the ruling ZANU-PF party. Due to political differences, he was dismissed by Robert Mugabe after 18 months in office. Following his exit, Zimbabwe's economy faced a significant decline, marked by an inflation rate exceeding 66,000% in December 2007 and an unemployment rate of 80% in early 2008.
