He studied at the Ljubljana Academy of Fine Arts and graduated in sculpture in 1956. Hočevar served as the artistic director of the Ljubljana Puppet Theatre from 1956 to 1970, later focusing on education. He designed puppets for over 30 productions, incorporating his characteristic ironic humor and innovative techniques, contributing to the contemporary understanding of puppetry as an art form.
