Ståle Torstein Risa, born on January 20, 1953, in Hamar, Norway, is a Norwegian diplomat. He became the Consul General in Guangzhou, China, in 2017. After completing his law degree in 1980, he joined the foreign service. His career includes serving as Counsellor in Washington, Minister-Counsellor in Tokyo, and Ambassador to the Philippines, Vietnam, and Laos. He was promoted to Commander of the Royal Norwegian Order of Merit in 2010 and received the grand cross in gold of the Order of Sikatuna after his service in the Philippines.
