He served in the Western Australian Legislative Assembly from 1953 to 1959, representing North Perth, then again from 1968 to 1974 after initially losing in 1959 and contesting unsuccessfully in 1962 and 1965. Lapham was recognized with the Queen's Coronation Medal in 1953 and was active in social issues, notably joining an expedition in 1957 to highlight the health conditions of Australian Aborigines.
