He served as the Chief of Staff of the Italian Air Force from April 16, 1990, to March 24, 1993. He was a distinguished pilot with over 4,002 flight hours on various aircraft and held significant commands throughout his military career. He was instrumental in leading the Air Force during its first wartime operation in 46 years, known as 'Operation Locusta'. He also served as the extraordinary commissioner for the national air navigation service agency, ENAV, in the 1990s.
