Stoyan Mihailov Mirchev was a Bulgarian sociologist and politician associated with the Bulgarian Communist Party. He closely collaborated with Professor Zhivko Oshavkov from 1956 until Oshavkov's death. Mihailov was a co-founder and among the leaders of the Institute of Sociology at the Bulgarian Academy of Sciences. From 1976 to 1988, he served as a member of the Central Committee of the Bulgarian Communist Party. He was part of the group that initiated the so-called Revival Process and participated in a special temporary commission in early 1985 coordinating its implementation.
