Stoyan Kостов Ovçarov was a Bulgarian minister and politician from the Bulgarian Communist Party during the National Revival period. He served as the Minister of Economy and Planning from August 1987 to November 1989, was a candidate member of the Politburo of the Central Committee of the Bulgarian Communist Party, and was a people's representative from 1987 to 1989.
