He served as the head of the Armed Forces General Staff during the government of Ernesto Geisel from October 27, 1977, to December 19, 1978. Oliveira passed away on August 30, 2011, in Fortaleza. He was the son of José Teófilo de Oliveira and Alice Teixeira de Oliveira.
