He earned a summa cum laude bachelor's degree from Oberlin College and received a master's from Harvard University. Ropp was a professor at Duke University and the first holder of the Harold Keith Johnson Chair of Military History at the U.S. Army War College Library. His notable works influenced U.S. military education, particularly his book 'War in the Modern Age.' He passed away on December 2, 2000, in Durham, North Carolina.
