Thomas McIntosh was a Democratic politician from Philadelphia who served three terms on the City Council from 1959 to 1972. A North Philadelphia native, he was an army veteran of World War II and became politically active as a committeeman. He opposed minority set-asides and questioned police force policies. As the chairman of the Appropriations Committee in 1968, he was part of a leading trio in the council. After his electoral defeat in 1971, he worked in consumer and housing affairs before passing away on October 4, 2005.
