Kroon is an alumnus of Friedrich Reinhold Kreutzwaldi Võru 1. Keskkool and the Estonian Agricultural Academy. He has worked as a veterinarian and held various managerial positions in retail and local government. He was re-elected to the city council in 2002 and 2005 and has served as a council substitute since 2009.
