Thomas Odell Gilmore, Sr. was an influential American nurseryman and politician from North Carolina. Born on November 15, 1936, in Julian, he served as a Democratic member of the North Carolina House of Representatives from 1972 to 1978. Beyond his legislative role, he held the position of Deputy Secretary of Human Resources under Governor Jim Hunt. Gilmore was a candidate for Governor in 1984, ran for Congress in 1988, and sought the office of North Carolina Commissioner of Agriculture in 2004.
