He played a key role in city expansion and infrastructure planning in Amsterdam, including projects like the Amsterdam Metro and the Bijlmermeer. De Gier was director of Urban Development from 1962 and oversaw the transition of the Public Works Department into the Spatial Planning Department in 1980.
