Tor Berntin Næss is a Norwegian diplomat born on August 28, 1942, in Inderøy. He studied economics and began his career with the Norwegian Ministry of Trade. In 1989, he became a deputy under-secretary of state in the Ministry of Foreign Affairs. Næss served as the ambassador to Belgium from 1996 to 2000 and to Canada from 2005 to 2009, having also worked as a special adviser in between those roles.
