Saitō was born in Ikaho, Gunma, graduated from Hokkaido University, and held professorships at Hokkaido Gakugei University and Hokkaido University. He received several awards during his career, including the Japan Society of Fisheries Science Merit Award, and became an honorary member of the society before passing away in 1984.
