He served as Secretary of Propaganda for the Labour Party and was elected to the Government Council in 1945. He was Finance Minister in the first Labour government, implementing significant social policies including pensions for the elderly and income tax reforms. Later, he left politics to become a Franciscan priest and worked as a missionary in Ethiopia and India. He returned to Malta in the 1970s to attempt a political comeback but was unsuccessful. He died on February 17, 1978.
