Valery Rybalkin (born May 19, 1952, in Kirovohrad Oblast) is a Ukrainian Soviet orientalist, Arabist, translator, and diplomat. He earned a PhD in linguistics in 2000 and is a professor specializing in Arabic linguistics, lexicography, Arabic antiquities, Qur'anic studies, Arabic literature, and the history of Ukrainian Oriental studies. He is known for his first academic translation of the Quran from Arabic to Ukrainian, with the first parts published in 2003, and for translating 'One Thousand and One Nights' into Ukrainian in 2011.
