Valentin Dmitrievich Sorokin was a Soviet and Russian lawyer born on March 2, 1924, in Bereznyagi, Voronezh Oblast, and passed away on April 6, 2006. He was an expert in administrative procedural law and general theory of law. In 1967, he earned a Doctor of Law degree. Sorokin served as a professor at the law faculty of Leningrad State University and was the vice-rector of the Leningrad Higher Party School. He also taught at the St. Petersburg University of the Ministry of Internal Affairs of Russia from 1992 and was recognized as a Distinguished Scientist of the Russian Federation in 1999.
