Valentin Ivanovich Budagovsky (December 13, 1910 – November 16, 1975) was a Soviet scientist and breeder who organized industrial dwarf gardening in the USSR. He earned a Doctorate of Agricultural Sciences in 1953 and became a professor in 1954. Budagovsky was posthumously awarded the State Prize of the Russian Federation in 1994 for his contributions to agriculture and horticulture.
