Valentin Georgievich Smirnov, born on December 22, 1956, in Novgorod, is a Russian historian and the director of the Russian State Archive of the Navy (RGAVMF). He earned his Doctor of Historical Sciences degree in 2010. A retired Captain 1st rank, he specializes in hydrography and cartography. His doctoral thesis focused on the collaboration between Russian military sailors and scientists in ocean research from the 1830s to the 1890s. His academic interests include the history of science, technology, culture, hydrography, meteorology, marine cartography, oceanography, and naval history.
