He graduated from Lviv State University and worked for various newspapers in Lviv, Vladivostok, and Rostov-on-Don. For over thirty years, he was a correspondent for the republican newspaper 'Kazakhtan's Pravda' in the Zhezkazgan and Karaganda regions. Mogilnitsky has written several books about his homeland, and he has been recognized for his contributions to journalism, receiving an award from the Kazakhstan Union of Journalists. He is also the honorary citizen of Zhezkazgan.
