He served as a Democrat in the Kansas House of Representatives for 14 years from 1995 until he declined to run for re-election in 2008. Flora was involved in the real estate business and participated in the farmers union and agricultural movement. He attended Kansas State University, where he met his first wife, and was succeeded in his political role by Sean Gatewood after his departure.
