Vernon DuBois Penner Jr. is a retired U.S. diplomat born on October 20, 1939. He served as the Ambassador to Cape Verde from 1986 to 1990 and held positions in Frankfurt, Warsaw, Oporto, Zurich, and Kobe-Osaka. In 1983, he was the Director of the Visa Office in the State Department as Deputy Assistant Secretary of State. While in Cape Verde, he contributed to archaeological findings related to Hebraic tombs and grave markers of U.S. Navy seamen. From 1997 to 2001, he was the Deputy Commandant of the NATO Defense College in Rome. He speaks German, Polish, and Portuguese.
