Víctor Julio Merchán, also known as Enrique Andrade, Pedro José Abella, and Juan García, was a Colombian politician born in 1909 into a peasant family. A union activist and member of the Revolutionary Socialist Party and later the Colombian Communist Party, he studied in Moscow and organized agrarian movements in Colombia. He built a communist stronghold in Viotá during La Violencia, leading the Tequendama regional committee and later becoming a prominent leader within the Communist Party's agrarian sector until the 1970s.
