Victor Pavlovich Sinitsyn was a notable Soviet and Russian military leader known for his roles in air defense and air forces. He served as the Chief of Staff of the Air Defense Forces and was the First Deputy Commander from 1991 to 1997. Later, he became the Chief of Staff of the Air Force and held the position of First Deputy Commander from 1998 to 2000. He achieved the rank of Colonel-General in December 1991 and received awards for his significant contributions to the development of the Russian Air Force.
