Victor Stănculescu was a Romanian military and political figure who served as the Minister of Defense from 1990 to 1991. He graduated from the military artillery school in Sibiu and the artillery faculty of the military academy in Bucharest, and later completed a postgraduate degree in economics and planning. He played a prominent role in the execution of Nicolae Ceaușescu and his wife, ending the communist regime in Romania. In 1999, he was sentenced to 15 years in prison for using weapons against demonstrators in Timișoara during the 1989 revolution. Stănculescu claimed Soviet logistical support in the events.
