Victorine Q. Adams was the first African-American woman on the Baltimore City Council, serving multiple terms from the 4th District. Born in 1912 in Baltimore, she was a teacher before entering politics. She founded the Colored Democratic Women’s Campaign Committee to support African-American candidates and later ran for the Maryland House of Delegates and City Council. Adams was instrumental in establishing the Baltimore Fuel Fund, providing aid for heating bills. She remained active in political causes until her passing in 2006.
