Viktor Glushkov (1923-1982) was a Soviet mathematician and a pioneer in information technology in the Soviet Union. He is recognized as one of the founding fathers of cybernetics in the country. Glushkov was involved in the 'Ogask' project aimed at creating a nationwide information network in the Soviet Union for economic management. In 1967, he established the Chair of Theoretical Cybernetics and Optimal Control at the Moscow Institute of Physics and Technology, and in 1969, he founded a similar chair at Kyiv State University. He also played a key role in establishing the Institute of Cybernetics in Ukraine.
