Viktor Alexandrovich Markelov (born December 15, 1967) is a Russian criminal and recidivist known as a nominal director of many Russian enterprises. He gained notoriety as the sole accomplice in the Hermitage Capital case, the largest theft of funds from the Russian budget in history. Before his criminal career, he worked as a wood processing master. On May 20, 2014, the U.S. Department of the Treasury sanctioned Markelov and Dmitry Klyuev in relation to the Magnitsky case.
