Vladimir Arshaluis Chobanyan (born February 10, 1938) is a prominent scientist in the field of rocket artillery technology and a Lieutenant General since 1995. He served as the Vice President for Educational and Scientific Affairs at the F.E. Dzerzhinsky Military Academy from 1992 to 1999. Chobanyan earned his Doctorate in Technical Sciences in 1985 and became a professor in 1990. He is an academician of both the Russian Academy of Rocket Artillery Sciences and the Russian Academy of Military Sciences, recognized as an Honored Figure in Science and Technology of the Russian Federation in 1996.
