He was born in Kazan and passed away in Moscow. Kotelnikov was elected as a member of the Russian Academy of Sciences in 1953, focusing on technical sciences related to wireless technology. He also served as the chairman of the Supreme Soviet of the Russian Soviet Federative Socialist Republic.
