Vladimir Popescu is a Romanian civil engineer and politician, born on March 29, 1950, in Bucharest. He graduated in 1976 from the Bucharest Institute of Construction. A member of the PNȚ-CD party since January 1990, he served as the mayor of Sector 2 from June 1996 to June 2000 representing CDR. Popescu worked from 1976 to 1980 as a builder engineer at the Ministry of National Defense's Investment Directorate and designed hydrotechnical works at ISPH Bucharest from 1980 to 1990.
