Vladimir Nikolayevich Shevchenko, born on February 9, 1939, in Moscow, is a Soviet and Russian politician. He graduated from the Georgian Polytechnic Institute and led a department in the Central Committee of the Communist Party of the Soviet Union (CPSU) from 1985. From 1989 to 1991, he served as the head of the protocol service for Soviet President Gorbachev and later headed the same service for President Yeltsin from 1992. In November 1993, he was awarded the title of Extraordinary and Plenipotentiary Ambassador of the Russian Federation.
