Vladimir Tkalec is a Slovenian teacher and politician born on August 15, 1947. He served on the State Council of the Republic of Slovenia from 1992 to 1997. He was the first Secretary General of the Education, Science and Culture Union (SVIZ) from its establishment in 1990 and later became the director of the newly founded Centre for Vocational Education in Slovenia (CPI). After leaving CPI, he became the General Secretary of the Confederation of Public Sector Unions (KSJS) in 2006, which he helped establish, and he worked there until retirement.
