Vladimir Tonciuc, born on March 10, 1952, in Iabloana, Glodeni, is a Moldovan politician known for being the first mayor of the city of Bălți. He studied at the Agricultural College and the Polytechnic Institute in Odesa. After working in various engineering roles, he became the President of the Executive Committee of Bălți in 1990 and was appointed mayor in 1991. He served as the first president of the Bălți County Council from 1999 to 2001 and is also involved in football organizations in Moldova.
