Walter Percival Carter was a prominent activist in Baltimore during the Civil Rights Movement, known for organizing demonstrations against discrimination in Maryland. He served as the chairman of the Baltimore chapter of the Congress of Racial Equality (CORE) from 1960 to 1963 and coordinated the Maryland efforts for the 1963 March on Washington. In recognition of his contributions, several institutions in Baltimore, including a hospital, elementary school, recreation center, college library, and day-care center, have been named in his honor.
