Born on January 11, 1953, in Ilabaya, Tacna, he initially studied metallurgical engineering but did not complete the program. He began his political career in 1986 and was first elected as mayor in 1989, later winning reelection in 1993 and 1995. He has continued to seek various political positions in subsequent elections, although with less success in later years.
